Workforce Development

Housing Hub and Mountain TOP have partnered to create the Construction Trainee Program, which provides training, real-life experience, and wraparound services to break down barriers for the next generation entering the construction trades. We believe that communities thrive when local talent can live and contribute to a vibrant community.

Our Construction Trainee Pilot Program

  • 12-Week, Paid Training

    We seek to hire 5 trainees, aged 18-24 and not currently enrolled in any post-secondary education, to work 36 hours/week over a 12-week period. This allows trainees to earn money not just while completing meaningful work but also during set-aside educational and professional development time.

  • A Blend of Education, Experience and Personal Development

    The Construction Trainee Program blends classroom-style learning (one day), which results in an industry-recognized Pre-Apprenticeship Credential, with real jobsite experience (three days) serving the local community through new construction and critical repair projects. We also provide paid time each week (half-day) for personal and professional development, covering topics such as budgeting, interview and resume skills, and vehicle maintenance. Upon successful completion, we help place participants in a full-time role or in an educational setting to gain additional training.

  • Pre-Apprenticeship Certificate Training

    We utilize Home Builders Institute’s highly regarded Pre-Apprenticeship Certificate Training (PACT) to ensure training adheres to industry best practices and results in recognized credentials.

Understanding Construction Workforce Opportunities

  • Construction Industry Demand and Career Paths

    For every 5 workers retiring from the skilled trades, only 2 are entering those same professions. This skilled trade gap will continue to grow.   • Education and Training

    Within an hour of the South Cumberland Plateau, there are multiple educational opportunities to gain training and certifications in the construction trades. Tennessee College of Applied Technology (TCAT), in McMinnville, and Chattanooga State Community College are two examples. For Tennessee students, these programs can often be at reduced or no cost.

  • Wraparound Services and Support

    The American Job Center offers help not only with job placement but also with obtaining an education. This can include stipends to cover transportation, work attire, tools, and more. Housing Hub can help you understand which resources are available and put you in touch with the right people.
